from a licensing point of view the
process starts off with an applicant
applying for a license and they have
lots of policies and procedures they
have to show us and they have to have
suitable insurance and then we would go
and check the conditions of where the
puppy's going to be bred from we checked
that the mom and the dad of the puppy
has got no hereditary problems and that
when they breed from that she's
healthy herself that she's old enough to
have a litter of puppies because some
you know some people breed on their
first season which has a knock-on effect
to the welfare of the mum we don't just
go in there willy-nilly and tell people
what they can and can't do it's based
off the legislation we have to be
trained to understand the legislation
and then
implement it i think the public can be
reassured that the people who are going
out and doing these inspections know
what they're talking about and it's all
based off the training that we get we
try to work with people in the very
first instance we will call we will
visit we will offer advice you know
we'll go and sit in people's houses or
kennels or wherever they're being bred
from and advise them that they need to
be licensed and that they are committing
an offense if they continue to breed
without a license it's only then if we
continue to get evidence the fact that
they are continuing to breed and they've
had the advice from the lake authority
whether in writing or formally then we
can go to court and get a warrant and
go into that business
